The HLCD-3A will convene African Heads of State, Heads of Government, Ministers and senior policy makers, as well as senior representatives of financial institutions. Invitees will consider and endorse specific commitments to enhance the role of agribusiness and agro-industries in promoting food security, employment generation and sustainable economic growth in Africa.
The recent soaring food prices and the global financial crises, which have both severely affected most countries in Africa, will provide a backdrop for the discussions and deliberations of the HLCD-3A. Building on recommendations of GAIF and HLC, the HLCD-3A will pave the way for the development of specific regional and national strategies to support agribusiness and agro-industrial development within the scope of agricultural and economic development frameworks and financing mechanisms.
In pursuance of the African Union’s vision, as set out in the Comprehensive Africa Agriculture Development Programme (CAADP), the Conference will promote sustainable agribusiness and agro-industrial development which would in turn generate employment in rural and urban areas in Africa. The event is being convened to bring to the forefront solutions to Africa’s food and agricultural problems using appropriate and up-to-date strategies and approaches.
In particular, the conference will focus on:
- The creation of a platform for Heads of State and/or Heads of Government and other high-level country delegates to express their views, concerns and positions regarding needs, approaches and strategies for the promotion of sustainable and inclusive agribusiness and agro-industries development in Africa.
- The consideration and endorsement of priorities for development assistance and of mechanisms to promote and facilitate public and private sector investment in agribusiness and agro-industries development in Africa.
- The endorsement, by African governments, of a programme framework and financial facility through which the public and private sectors can mobilize resources for investment in agribusiness and agro-industries development in Africa.
